The CSI Management Team

     The Officers and Directors of CSI have managed the largest maximum security prisons in the United States and a state Department of Corrections, and have consulted with hundreds of jurisdictions regarding correctional standards and correctional issues. CSI's management team has extensive experience in a wide range of matters such as security, inmate legal matters, inmate medical care, programming, employee training, institutional operations and management, quality assurance and counseling.

WILLIAM (BILL) GARRISON - Chairman of the Board of Directors
     Mr. Garrison joined CSI after more than 25 years with the Federal Bureau of Prisons where he served as an Assistant Regional Director of the South Central Region of the BOP; Warden at five different prisons; Director of a BOP Staff Training Center; Correctional Programs Administrator, Case Management Supervisor and a Correctional Officer. Mr. Garrison's additional experience includes consulting/investigator work for the Texas Jail Commission, Canadian Correctional Service and the Iowa State Penitentiary. Mr. Garrison was appointed by the Attorney General of the United States to the Senior Executive Service. He is currently an Auditor for adult and juvenile jail and prisons for the ACA. JOHN R. FORREN, M.H.A. - CSI President & Chief Executive Officer
     Mr. John R. Forren has been a pioneer in private corrections for more than 20 years. As Vice President and Chief Operating Officer of two other large private correctional service providers, Eclectic Communications, Inc. and Cornell Corrections, he has "started-up" more than 15 facilities, many of them a first for the corrections field. Mr. Forren has worked closely with such contracting agencies as: California Department of Corrections, North Carolina Department of Corrections, U.S. Marshal Service, Federal Bureau of Prisons, U.S. Department Of Justice, Immigrations and Naturalization Service, Virginia Department of Corrections and the state of North Carolina.

     Mr. Forren directly supervised the following first privately operated contracts for correctional services:
  • Contract with the California Department of Corrections for secure juvenile detention facilities
  • Contract with the California Department of Corrections for secure detention facilities for Return To Custody offenders
  • Contract with the Federal Bureau of Prisons for Community Treatment Centers
  • Contract with the Federal Bureau of Prisons for secure detention facilities; and
  • Contract with the Federal Bureau of Prisons for electronic monitoring

MARTIN RICKLER, PH.D. - V.P. - Planning and Research
     Dr. Rickler has devoted more than 20 years to the development of innovative programs in the areas of criminal justice and alcohol & drug abuse treatment. Dr. Rickler was part of the team that implemented the first privately-operated state prison in California; the first private federal juvenile prison in the U.S.; the first psychiatric halfway house for developmentally disabled Cuban aliens under federal detention; and the first California Department of Corrections Return To Custody Facility. As a Programs Designer and consultant, he has created innovative treatment programs that have garnered over $100 million in renewable government and foundation awards. In addition to five years of counseling experience, Dr. Rickler has also served on the faculty of the University of California, Antioch University and the Pacifica Graduate Institute. Dr. Rickler was presented a lifetime achievement award in 1988 by the Governor of California and the California State Alcohol Advisory Board for his work in the substance abuse field. VICTOR DOMINGUEZ - Western Regional Director
     Mr. Dominguez brings 33 years of professional correctional experience to his current duties as Western Regional Administrator.  Mr. Dominguez is an experienced criminal justice professional and has been with CSI for the last two years as Director of Business Development for SCI, our Alternative Sentencing Division.  Prior to SCI, Vic worked ten years for Sentencing Alternatives, an Electronic Monitoring company, where he was Divisional Vice President. But in his previous career, Vic was a Police Officer for 21 years, spending his last 15 years in law enforcement as an Officer for the Anaheim Police Department where he was Director of Programs for the Department�s Crime Suppression and Prevention Unit.  Mr. Dominguez's e-mail address is vdominguez@crxs.com.

DONNIE ROGERS - Midwest Regional Director
     Mr. Rogers possesses over twelve years of experience in the adult secure, juvenile secure, and adult community correctional settings.  Mr. Rogers has worked for three private corrections companies, one of which he was a founding member.  Mr. Rogers has started-up fifteen private correctional facilities and has served as Vice President in a private corrections company with twelve facilities and an annual revenue of over 13 million dollars.  Mr. Rogers has successfully lead or assisted in the accreditation and re-accreditation of four separate facilities by the American Correctional Association and two facility accreditations by the National Commission on Correctional Health Care.  In addition, Mr. Rogers has served on an international start-up team that opened the maximum security HMP Doncaster Facility located in England.  Mr. Roger's e-mail address is drogers@crxs.com.

TOMMY BUI - Division Director, Alternative Sentencing
     Prior to becoming Division Director for SCI, Mr. Bui was a Regional Director for SCI Orange County facilities.  Mr. Bui has directly managed and supervised SCI Offender Management Programs such as PC1000 Drug Diversion, Batterers Intervention, Anger Management, Electronic Monitoring, State-certified Substance Abuse (Prop 36) as well as Juvenile and Adult counseling.  Mr. Bui also has an extensive sales, marketing and operational background in the private sector as he has successfully contributed at the management level for two technology start-up companies.  Mr. Bui is presently responsible for all of SCI�s operations and retains a Bachelor of Arts degree in Sociology with a Specialization in Asian American Studies and an emphasis in Business Administration at the University of California, at Los Angeles (UCLA) and is fluent in both English and Vietnamese.  Mr. Bui's e-mail address is tbui@sciconcepts.com.

CARMINE R. LANZA, MPA - Director of Law Enforcement Liaison
     Carmine R. Lanza joined Correctional Systems, Inc. as Director of Law Enforcement Liaison upon retirement from a very successful 27 year law enforcement career. He served in the ranks of Patrol Officer, Detective, Sergeant, Lieutenant, Captain and Chief of Police. Chief Lanza headed a police department of 100 full-time employees and managed an annual budget in excess of $8 million dollars. During Chief Lanza's eight years as Police Chief, he brought many innovative programs to Baldwin Park, including Community-Oriented Policing in which he became a nationally recognized expert. Chief Lanza's duties at CSI include networking with local, county, state and federal public safety organizations and working with these organizations and CSI staff to develop and implement new project proposals. GARY MAYNARD - CSI Board Member
     Gary D. Maynard, Director of the Iowa Department of Corrections, is a member of the Board of Directors for Correctional Systems, Inc., He holds a Master of Science in Rehabilitation Counseling. Previously, he served as the Director of Corrections for South Carolina and the Director of Corrections and Public Safety Programs at the University of Oklahoma College of Continuing Education. His accomplishments include being Adjutant General for the Oklahoma National Guard and for five years served as Director of the Oklahoma Department of Corrections. Prior to these positions, Mr. Maynard served as a Deputy Warden at the Oklahoma State Penitentiary, Warden at the Harp Correctional Center in Oklahoma, and Assistant Director of the Arkansas Department of Corrections. He is an Auditor/Consultant for the American Correctional Association, has served as a Commissioner for the Commission on Accreditation for Corrections, and was a member of the Standards Committee for the American Correctional Association.
