Experience Summary

As a pioneer in the correctional privatization movement, and with more than 17 years experience, I have developed and managed more than 15 facilities, many of them a first for the corrections field, formulating policies and procedures, and hiring and training staff. I am experienced in day-to-day agency management and supervision, contract administration, quality assurance programming, program development and innovation, and as liaison to federal, state and local contracting officials. I am accomplished in facility site selection, lease negotiation, proposal development, facility design and program implementation.

1994 - 1996 - Vice President of Operations, Cornell Corrections, Inc., Houston Texas based company with 19 facilities in California, Rhode Island, Utah, and Texas.
  • Supervised all facility operations, contract negotiations, budget oversight, purchasing agent, hiring management staff, program and contract compliance and project development.
1984 - 1994 - Vice President of Operations, Eclectic Communications, Inc., Ventura CA. Primary responsibilities as Operations Officer include:
  • Program management for 16 existing facilities, program development, purchasing agent, financial management, proposal writing, program compliance officer, personnel management.


1982 - Current - Auditor, Commission on Accreditation for Corrections.
  • Duties include programmatic audits for facilities wishing to be accredited under the commission on Accreditation.


1980 - 1984 - Implementation Facility Director, Eclectic Communications, Inc., Ojai, CA.
  • Acted as Facility Manager on all new projects until Project Facility Director was hired.


1980 - 1984 - Director of Development, Eclectic Communications, Inc., Ojai,CA.
  • Primary duties included site selection, lease negotiations, proposal develop, facility design and implementation of programs. Pioneered the field of privatization of corrections by developing innovative contracts with CDC, BOP, INS & US Marshall.
1980 - 1984 - Assistant Facility Director, Eclectic Communications, Inc., Santa Barbara.
  • Experience as counselor, job developer, and facility administrator. Further duties included the innovation of creative job development component for the program.

  • Primary activities included counseling of offenders and maintaining facility security.

  • Activities included maintaining facility security and supervising inmates.
